White House's Mick Mulvaney describes Ukraine hold-up as quid pro quo, then walks it back

Acting chief of staff Mick Mulvaney said President Trump did not withhold congressionally appropriated military aid to Ukraine as part of a quid pro quo to investigate former Vice President Joe Biden at a White House briefing on Wednesday. Mulvaney said the hold-up was instead due to Trump wanting Ukraine to investigate possible interference in the 2016 U.S. presidential election.
